The tier system is about getting rich people richer and poor people poorer. If you can afford to get 1000 SFUND (which is 13K USD) you can get a crumb. If you are rich enough to get tier 6 or above congrats you can buy from dips. Rich people can buy from dips to sell high to poor people.
